Sardars of Dhaka

Nawab Sir Salimullah thought of introducing the Panchayati or Sardar system for the Muslims of Dhaka who were deprived of education, trade, and justice, and the first Panchayati system was proposed in 1876. To tell you a little more in detail, there were basically two reasons behind the formation of the Sardar system. One, due to the large number of Hindus at that time, small schools and colleges were under the control of Hindus and Muslims were forced to put “Shri” before their names.

Since Hindus were more among lawyers and court employees, Muslims lost their rights. Therefore, in each mahalla, one wealthy person was appointed as Sardar and one as Naib Sardar. Approximately in 1914, Nawab Salimullah himself made Mirza Abdul Quader Sardar wear the Sardari turban of Dhaka through a ceremony for his organizational experience, intelligence and courage. He was the last city head of the twenty-two panchayats of Dhaka city until Pakistan. Since the panchayat system of the period from 1947 to 1953 was not active, a new panchayat was formed in 1954 at the call of Mirza Abdul Quader Sardar, consisting of all the mahalla sardars of Dhaka. The panchayat system existed in Dhaka until 1957. The names of the prominent sardars of Dhaka are known, who have done various reform works in the society.

Contribution of Sardars to the Language Movement: On the night of 19 February, Dr. Sharfuddin Ahmed, Dr. Alim Chowdhury (martyred in 1971, ophthalmologist), Dr. Fazlul Karim and many others went to Quader Sardar’s house. In a private meeting with Sardar, their opinion was taken into account, namely, “A university meeting and a procession should be held on the streets of Dhaka on 21 February with the full cooperation of the local residents of Dhaka.” Then Abdul Quader Sardar called his secretary and asked the Sardars of twenty-two Panchayats of Dhaka to come to his house urgently. In front of the students, teachers and Sardars, he ordered that – “On February 21st, students will take out a procession in Dhaka in favor of the state language. The people of Dhaka will join the procession, if no one joins the procession, they should close their doors and sit at home. They will not be able to obstruct the procession in any way. This is my order”. Then the streets of Dhaka were filled with processions.

Suppression of Riots: During the Sepoy Mutiny in 1857, it is said that Dhaka city was peaceful under the influence of Nawab Khwaja Abdul Gani. In 1869, the Shia-Sunni riots were quelled under his leadership. It was his efforts that introduced the Panchayat system in the neighborhoods of Dhaka city. Later, from 1928 to 1950, Sardar Abdul Quader would appoint lawyers like Justice Ibrahim, Ataur Rahman Khan, Naimuddin, Kafiluddin Chowdhury, Abdul Latif and Reza-e-Kamir at his own expense to free the innocent Dhaka residents who were arrested due to communal riots. In addition, he would give general advice in various ways to prevent riots. He would continue his efforts to prevent riots with the help of tribal and religious leaders.
